Some homeowners are aware that they should really get flood insurance, but do not on the basis that they think they would be entitled to money from the Federal disaster relief fund if anything bad happens. That is a fund set-up by the Government to help people who suffer through natural disasters, which some floods are classified as. This fund is limited though, and there is no guarantee that you will receive enough to cover the cost of your losses.
