Do not move your head forward when you do shrugs. Maintain your head and neck in a neutral position to prevent strain to cervical discs and trigger points as well as your AC joints. Shrug shoulders straight up towards ears ... do not rotate shoulders. You will need to use heavy weights. 300 pounds + is not uncommon. You can use dumbells for parallel grip work or a trap bar. The traps are very strong muscles. Deadlifts, as hostgator says are also excellent. Again heavy weights need to be used. Not everyone should do these as they require correct form to avoid lumbar disc injury.

These are all great exercises to work the traps directly, but you forgot to mention the most important exercise.

The deadlift is an awesome exercise which works the whole body and will give you massive traps too! Sure shrugs will work great too but I think everyone should be deadlifting at least 1x per week!
